Prior to joining In the Round Jon Foley was retained by the City Council to work with them, Southampton Football Club and local public transport operators to provide travel demand management and behaviour change advice for the Football Clubs ground St Mary's Stadium.

Jon led the development of a Travel Demand Management plan for the Stadium, the home of Southampton Football Club. The objectives of the plan being to influence travel behaviours of spectators and background demand. In addition to understanding the dynamics associated with managing spectator travel at the stadium. Jon was responsible for coordinating a multi-agency group including the Council, the Club, train operators, bus companies and other transport consultants. 

The plan included a series of measures focused and improving journeys to the Stadium for all modes. It also included a marketing communications plan to encourage there use and also aimed at managing journeys made on match days by those living, working and playing in the area.
